The Challenge
In Devon and Cornwall there were 870 people killed or seriously injured in road traffic collisions in 2017. In Dorset this figure was 356. In addition to the significant impact on individuals connected to and affected by a serious injury collision, there are additional outcomes of prolonged road closures which affect residents, visitors and businesses in these areas.
The Strategic Road Network covers a staggering 13,670 miles across Devon and Cornwall and 3,345 miles in Dorset. When a collision occurs on the network, this causes additional strain on an already-at-capacity infrastructure, and significant issues around increased pollution and congestion in our major conurbations.
The financial impact is estimated to be £1m for each hour a motorway is closed; a huge economic loss which can typically last 8 hours or more. This also costs the public sector an additional £2.6m for every fatal collision.
The Police Crime Commissioner, approached Global City Futures for assistance to develop a innovation programme that could support them to access solutions to this complex problem, as well as to demonstrate a new way of working that may help address wider challenges.
The Result
The competition was launched through the Exeter City Futures programme in April 2019, inviting organisations from across the UK to bid for the opportunity to work with the Alliance Roads Policing Team to develop an innovative solution to a problem that affects all Police Forces across England and Wales.
The Alliance Operations Department are offering a potential contract worth up to £200,000 for the winning solution.
This represents a new model for acquisition of innovation within public sector organisations.
